On an Intranet, where you've got a known audience, you don't need to worry about damaging posts, a threaded discussion script might be what you want. It's rather like Newsgroups, but without the need for a special server.

Graith Internet have provided scripts for this to Smith-Klyne Beecham to use on their Intranet and to Auditscan.com
